A PRO subscription has several account level features (such as AI features) and some publication-linked features (such as publish articles from GitHub). Your default PRO purchase enables these publication-linked features on any one publication of your choice. But if you want to have the publication-linked features on a different publication, you need to pay $3 per month for each additional publication.
